Backport 86f2001 from #11511

What this PR does / why we need it:
Related issue: #11398

This minimal config scrape only single file thus not overloading the systems as described in the issue

@poyzannur, yes but it seems that it is not available in the official Grafana-RPM-Repository or Grafana-DEV-Repository.

Or maybe it was currently not packaged and pushed ?

we use for our rpm-based systems - https://packages.grafana.com/oss/rpm - and there is currently only version 2.9.3 available. And our intention was installing the RPM and not the binary files from - https://github.com/grafana/loki/releases/tag/v2.9.4
